Declaration of Sovereignty

Whereas the individual rights of men and women have been degraded in deference to economic corporations and the monied class, we the people of The Principality of Hains hereby invoke La Déclaration Universelle des Droits de l’Homme and the inherent dignity possessed by each and every person in having been created in the image of God, heretofore declare ourselves and our territory as sovereign, free and independent.  

We hereby renounce and reject the Tyranny of the financial and economic corporations whose greed has continued to undermine and oppress the dignity and living standards of much of humanity, and we reject a government which serves to enrich itself and its conspirators instead of serving the interests of its individual citizens.

We the people of The Principality of Hains believe that each individual person has the right to pursue his, her, or their own destiny; the right to benefit from one’s own labor; the freedom to develop spiritually, emotionally, and intellectually as one so chooses;  to be represented in all public and governmental affairs; and the right to vote, not only to elect a representative in government, but also in the approval or rejection of all governmental legislation.  

Each and every individual is endowed from birth with the right to dignity and equal protection under the law; thereby entitling them to the fulfillment of the basic human needs of food, shelter, security, peace, access to medical care, and the opportunity to an education that prepares them to procure for themselves these basic resources.  

Each and every individual citizen has the right to live in a country which is presided over by a government that exists to serve all its citizens regardless of their economic or social status.  Government must ensure that all collective or corporate entities operate in a manner that is beneficial to the citizens of the country or countries which enrich them.


These are inalienable rights which shall not be denied to anyone regardless of gender, age, race, ethnicity, sexual orientation, or any other physical characteristic or perceived physical limitation. Neither should these rights ever pertain to any entity, group, or corporation and solely applies to an individual person.


Constitution of 

The  Principality of Hains

We the people of The Principality of Hains, in order to promote the ideals of peace, progress, education, and equality, do hereby ordain and establish this Constitution of The Principality of Hains.

The government of The Principality of Hains is hereby established as a Crowned Democratic Republic. 

Article I

The Senate of Hains, which shall consist of one Senator per one thousand citizens and a minimum of Three Senators, having been elected by popular vote to a term of one year.  These senators are charged with the writing of legislative bills and propositions.  A Senator must be a citizen of Hains prior to being elected to office and must be at least 8 years old.  The Senate should convene, at least, once every year.  All Senators shall receive a stipend ascertained by law, levied by taxation, and paid in the national currency from the Treasury of Hains.

A proposed bill, or propositions, must first be sponsored by two members of the Senate prior to being presented before the Senate.  The Senate must, soon thereafter, vote upon the proposed bill, but may first debate it or send it to committee prior to voting.  Once a proposed bill passes the Senate by a majority vote, it is to be sent, posthaste, to the office of the Prime Minister who will either sign it or veto it.  If the Prime Minister vetoes the proposed bill, it then returns to the Senate who may override the Prime Minister’s veto by a two thirds majority vote.

The Senate shall, with the consent of the citizens of the Principality of Hains, have the Power to lay and collect Taxes, Duties, Imports, and Excises.  The Senate shall, along with the Prime Minister, provide for the common defense and general welfare of Hains.

To regulate Commerce with foreign macronations and micronations, to establish a uniform Rule of Naturalization.

To coin Money, whose value is backed by Silver.  The Hains currency is hereby denominated as the Libbra, which has a value that is fixed to the price of Silver,  and which shall exchange at a rate of 100 Libbra per one Troy ounce of Silver of a purity of .999 or higher.

To provide for the punishment of Counterfeiting the Securities and current Coin of Hains.

To establish Post Offices, roads, physical and technological infrastructure; to promote the Progress of Science and useful Arts.

Article II

All executive powers are vested in the Prime Minister of Hains who upon being elected by popular vote and installed upon consent of the Reigning Prince, shall serve out the term of one year.  The Prime Minister who, upon being elected by popular vote and installed upon consent of the Reigning Prince, shall serve out the term of one year.  

The Prime Minister must be a citizen of Hains prior to being elected to office and must be at least twelve years old.  The Prime Minister shall receive a stipend ascertained by law, levied by taxation, and paid in the national currency from the Treasury of Hains.  Before he or she enters on the Execution of office, he or she shall pledge allegiance to The Principality of Hains and the Constitution thereof.

The Prime Minister shall be Commander in Chief of the Defensive Forces of Hains for the duty of securing the well-being of its citizens.

He or She shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and shall nominate, and, by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the Supreme court, and all other officers of Hains, whose appointments are not herein otherwise provided for.

He or She shall have the power to sign a proposed bill that has been passed by the Senate thus transforming it into a Proposition.  He or She shall also have the power to veto a proposed bill that has been passed by the Senate thus returning it to the Senate for a second vote.  

He or She shall from time to time give to the Senate Information of the State of the Union, and recommend to their consideration such measures as he or she deem necessary and expedient.

The Prime Minister and all civil officers of Hains, shall be removed from office on impeachment for and Conviction by the Supreme Court of Treason, Bribery, or other High Crimes and Misdemeanors. 

Article III

The judicial power of Hains, shall be vested in one Supreme Court.  The Supreme Court judges shall hold their offices during good behavior, and shall receive a stipend ascertained by law, levied by taxation, and paid in the national currency form the Treasury of Hains.  The Supreme Court shall consist of two Associate Justices and one Chief Justice who shall retain Veto Power on any and all legislation.

The judicial power shall extend to all cases, in law and equity, arising under the Constitution, the Laws of Hains, and Treaties made, or which shall be made, under their Authority.  The trial of all crimes, except in Cases of Impeachment, shall be by jury.

Article IV

The Monarchy consists of the Reigning Prince, who is a descendant and the rightful heir to the throne of Prince William The First of the House of Haynes (Haines, Hains or Innes). 

The Prince has the right to dispense titles of nobility, enter into diplomatic relations as a representative of The Principality of Hains, and, along with his family, retains ownership of all lands, resources, and treasure legally owned by the Haynes family under the laws of the macronation of The United States of America. 

The role of The Reigning Prince of The Principality of Hains is that of a representative of the people of Hains, and preserver of the legends, traditions, and ceremonies of Hains. 

The Prince is not excluded from serving in public office or assuming any role in government. Should The citizens of The Principality of Hains elect for the Reigning Prince to serve  in an office within the government and, should he consent to assuming the role, he shall retain all the rights, privileges, and authority as Reigning Prince of The Principality of Hains together with all the rights, privileges, and authority of the office of which he is serving. 

The Reigning Prince shall fully retain all the rights, privileges, and authority as The Principality of Hains prior, during, and after his term in government office.  The Reigning Prince’s rights, privileges, and authority are completely independent of any other affiliation, responsibility, or position within or outside of The Principality of Hains. 

Article V

The citizens of each region or territory of The Principality of Hains shall be entitled to all the Privileges and Immunities of a citizen of Hains.  New regions or territories may be admitted by Congress into the Union by a majority vote.

Article VI

The Senate, by a two thirds majority, shall propose Amendments to the Constitution when deemed necessary.

Article VII

The Senate shall incur no external ongoing debt and must maintain a balanced budget.  The Constitution, and the Laws of The Principality of Hains shall be made in pursuance thereof; and all yet made, or which shall be made, under the Authority of the Principality of Hains. All Judges shall be bound thereby, as well as anything in the Constitution or Laws of The Principality of Hains.

Article VIII

The Senators, and all executive and judicial officers shall be bound by Oath or Affirmation, to support this Constitution, to any Office or Public Trust under The Principality of Hains.  The Constitutions and laws of The Principality of Hains shall be the Supreme Law of the land.

Article IX

Citizenship within The Principality of Hains (heretofore referred to as Hains [singular], Hainses [plural]) shall be solely granted upon the solicitation for citizenship, the applicant’s successful completion, with a perfect score, of the citizenship test (there is no limit on the retaking of the test) and upon the recommendation by a citizen of Hains.  The Principality of Hains neither recognizes nor affords the Privileges of citizenship based upon birthright, familial relationships, or any other benefits.  Any person or persons desirous of citizenship with The Principality of Hains, must solicit the Senate,  and such shall be granted once passed by a majority vote of the Senate.  Likewise, anyone desirous of renouncing his or her citizenship must only solicit an annulment of citizenship from the Senate who shall grant it forthwith.  Additionally, the Monarchy shall have the authority to grant citizenship upon anyone whomsoever.

Article X

Every and all citizens of The Principality of Hains shall be afforded the freedom of religion, speech, the right to vote, and all other Privileges and Immunities granted by the Constitution to the citizens of The Principality of Hains regardless of gender, age, race, ethnicity, sexual orientation, or any other physical characteristic or perceived physical limitation.  The Senate shall have no right or authority to revoke, infringe upon, or change these rights.  None of the rights outlined here in the Constitution shall be used to revoke or infringe upon the rights of any citizen of the Principality of Hains.

Every citizen of the Principality of Hains has the right to privacy and shall be protected against any and all searches or seizures without a warrant signed by the court.

Every citizen of the Principality of Hains shall have the right to keep and bear arms for the purpose of self defense, the procurement of sustenance, and to aid in the defense of the Principality of Hains.

Every citizen of the Principality of Hains shall have the right to legal counsel, a public trial before a jury of their peers, to be fully informed of the charges brought against him or her, and shall be guaranteed a verdict within a year of being charged.

Every citizen of the Principality of Hains shall be guaranteed protection against cruel and unusual punishment, or the imposition of bail or other fees unless and until convicted in a court of law.

Article XI

Every citizen of the Principality of Hains shall be guaranteed the right to vote in person or by a certified absentee ballot.

Citizens of the Principality of Hains shall have the right and responsibility to vote for Prime Minister, their respective Senator, and to vote on propositions and bills put forth by the Senate, thereby enacting a proposition and making it into a law.
